A big notice has come from the Bihar Governor regarding the 4th Year Undergraduate Programme, which was introduced in Bihar from 2023 under the National Education Policy (NEP) 2020.

This notice was published in the Dainik Bhaskar newspaper.

According to the notice, only those students who complete Honours with Research in the 4th year will get the opportunity to appear for the CSIR-UGC NET-JRF examination and will be eligible for NET for PhD.

Today, we will discuss this topic in detail. Read the complete article carefully to understand how the Bihar Governor has changed the eligibility criteria compared with the UGC guidelines.

What was Published in Dainik Bhaskar about the Bihar Governor's Notice?

According to the Bihar Governor, students who complete Honours with Research in the 4th year will be ahead in research compared to students who complete only Honours.

This is because Honours with Research students complete Research/Dissertation work in Semester 8 of the 4th Year Undergraduate Programme.

Therefore, according to the Bihar Governor, students who complete Honours with Research will get the opportunity to appear for the CSIR-UGC NET-JRF examination.

After completing 4th year graduation, these students will also be able to get direct admission to PhD in Bihar Universities.

The Bihar Governor's view is that these students have already completed research work in Semester 8. Therefore, when they take admission to PhD in Bihar Universities and continue their research, it can help in producing good research for Bihar and the country.

7.5 CGPA in Semester 6 for Research With Honours

After the 4th year graduation, 7.5 CGPA in Semester 6 has become compulsory for direct PhD admission.

According to this notice, a student who has 7.5 CGPA or more in Semester 6 becomes directly eligible to do Research/Dissertation in Semester 8 of the 4th year.

Such a student will receive a Research With Honours degree.

According to the notice, these students will get the opportunity to appear for the CSIR-UGC NET-JRF examination.

If a student qualifies for the CSIR NET or UGC NET examination, the student will be eligible only for PhD and not for the Assistant Professor category.

If a student wants to become eligible for Assistant Professor, the student will have to complete a one-year Postgraduate programme. After that, the student will become eligible for Assistant Professor.

What If a Student has less than 7.5 CGPA in Semester 6?

If a student scores less than 7.5 CGPA in Semester 6, the student will receive only a normal B.Sc Honours degree after completing the 4th year graduation.

If such a student wants to appear for the CSIR-UGC NET-JRF examination, the student will have to complete a one-year Postgraduate programme.

During the Postgraduate programme, the student will get an opportunity to do Research/Dissertation.

According to the UGC guidelines and the Bihar Governor's ordinance, such students will become eligible for all three categories:

1. JRF (Junior Research Fellowship)

2. Assistant Professor

3. Admission in PhD

How has the Bihar Governor set the Criteria for CSIR-UGC NET?

Now let us understand how the Bihar Governor has set different criteria for 4th year graduation students with a Research With Honours degree and students with only an Honours degree for appearing in the CSIR-UGC NET examination.

According to the information given in the UGC Guidelines 2026, the eligibility criteria for the CSIR-UGC NET-JRF examination are as follows:

The candidate must complete the 4th Year / 8th Semester Bachelor's Degree Programme.

2. Marks Criteria

If the student's total marks are 75% or more, the student can be eligible.

A 5% marks relaxation is given to SC, ST, OBC (Non-Creamy Layer), EWS and Disabled candidates.

3. Category After Qualifying the Exam

If the candidate qualifies for the examination, the candidate will be eligible only for PhD and will not be selected under the Assistant Professor category.

What Do the Official CSIR-UGC NET Guidelines Say?

If you go to the official CSIR-UGC NET handle, click on the information section and then click on the Information Bulletin, the official guidelines PDF will open.

There, you can check the eligibility criteria for appearing in the CSIR-UGC NET examination.

Official Information Bulletin Link: csirnet.nta.

After checking the CSIR-UGC NET guidelines PDF, it does not say anywhere that only Honours with Research students can appear in the CSIR-UGC NET examination and normal Honours students cannot appear.

The guidelines only mention the requirement of completing the 4th Year / 8th Semester Bachelor's Degree Programme and the required marks criteria.

The guidelines do not divide the students into two groups and say that one group can appear in the examination while the other group cannot.

Is this New Criteria Applicable Only in Bihar?

If the Bihar Governor's notice and the information published by Dainik Bhaskar are considered as the new guidelines for 4th Year Undergraduate students to appear in the CSIR-UGC NET examination, then this criteria will be applicable only in Bihar.

However, according to the UGC guidelines, every student who completes the 4th Year / 8th Semester Bachelor's Degree Programme can be eligible, provided that the student has 75% or more marks.

A 5% relaxation is available for SC, ST, OBC (Non-Creamy Layer), EWS and Disabled candidates.
